In windows 8 it worked fine to change the values but in windows 8.1 update windows keep restoring the values so that black border is constant. Some have the overscan slider for a while, then it disappears, others like me never have it in the first place. The issue is that (and I don't know why) CCC underscans many screen resolutions by default - usually the resolutions of TVs, such as 1,920 x 1,080.
