Just keep your Fedora updated and you should be running kernel 4.4.6 and linux-firmware 20160204-61.git. No love I can't get this WiFi card to work no matter how hard I try. Please test this kernel update (or newer) and let us know if you issue has been resolved or if it is still present with the newer kernel. The connection speed is actually not a problem, it is just reported incorrectly by NetworkManager.
